Originally, it was expected that construction work on the terminal building, a major part of the public sector port development programme, would have commenced during 2009, following the provision of new piers at the port. While the design drawings were being done along with public consultations, efforts were undertaken to source the necessary funding.
The Anguilla Government was able to strike an agreement with the Caribbean Development Bank to fund the terminal building project. However, the British Government, under its borrowing guidelines, denied a request for approval to borrow the needed money, thus putting the building and associated works on hold.
The Government set out to undertake the project in view of the fact that the Blowing Point Port is a main tourism gateway to Anguilla. It is hoped that it will be possible to commence work on the Terminal Building project there in the New Year.
